Locational information is important data necessary for essential GIS applications such as spatial search. In addition, further applications include urban planning, building management, location and navigation, land administration, election administration, security management, urban disaster prevention and rescue, industry and business surveys, and school district establishments. Therefore, the creation of address location information is one of the primary tasks in the “Construction Plan of Fundamental Environments” as proposed by the Ministry of the Interior.
GIS plays a critical role in the address system – from the initial collection of fundamental data (surveys involving mobile GIS), mid-stage data establishment (establishment of address locations), and final construction of an address request system (web GIS for address searching services).
Topographical maps are used as reference diagrams in the establishment of an address location database. Buildings and roads in topographical maps can assist in constructing address location data and performing relevant surveys. However, the creation of topographical maps requires a massive amount of money and time. That is why city and county governments do not have topographical maps with sufficient accuracy and range to construct an address database.
